 About the role

SAICRIO is looking to expand its pool of independent Monitoring, Evaluation, and Learning experts to provide short-term MEL services, as needed. The expert will have a standing contract with SAICRIO to work on specifically assigned project/program, proposal design or other technical support in monitoring, evaluation, research and learning as needed. The timeframe for the anticipated consultancies and the level of effort will be determined on an as needed basis when an opportunity to hire a consultant arises.

Qualified applicants will be included on the roster and contacted as needed to see if they are available for specific consulting opportunities. If a consultant is added to the roster, it does not guarantee a consultancy or position. Should a consulting opportunity arise, SAICRIO will contact qualified experts on the roster to share the Scope of Work for the consultancy, and to conduct an interview.

 Key tasks and responsibilities:

  • Helping develop MEL capacities within the organization
  • Setting up systems for monitoring of program activities
  • Develop proposal MEL sections in accordance with donor guidance and SAICRIO MEL policy.
  • Develop MEL sections for proposals, being sure to cite the evidence base for the approach. Coordinate with proposal teams to ensure that key staff responsible for the technical design are involved in developing the theory of change (TOC)/Logic model and review draft TOCs/logic models during technical proposal reviews (take the lead or joint lead on TOC/ Logic Model design).
  • Lead proposal teams in indicator & target setting for proposals. Develop proposal narratives and associated AMELP/ AMEP/ M&E / MIS/ GESI sections to be included in the proposal. Provide budget inputs, such as costs related to studies, data collection, and MEL workshops.
  • Review quality of various MEL deliverables such as evaluation inception reports, data collection instruments, methodological or sampling approaches.

 Qualification and experience:

  • Bachelor’s degree in a related field required Advanced degree preferred.
  • 7+ years of experience in MEL
  • 5+ years of experience providing MEL support to NGOs or similar  organizations or  research institutions or program[PM1] s
  • 4+ years of experience supporting local partners/organizations in developing the MEL capacities and/or developing MEL systems
  • Experience with USAID programming preferred
  • Knowledge of USAID’s MEL requirements preferred
  • Experience working in health sectors including outbreak preparedness and response, One Health, global health security, or other related sectors preferred
  • Strong qualitative and quantitative data skills
  • Experience designing data collection tools, selecting indicators, and monitoring systems
  • Strong organizational skills and attention to detail
  • Ability to work collaboratively in a team-oriented setting and remotely
  • Self-motivated and able to manage time and meet deadlines working independently
  • Proven ability to work under pressure, and with multiple concurrent demands
  • Excellent communication skills, strong proficiency in English
  • Ability to travel throughout the country
  • Must be based a Zambian citizen based in Zambia
  • Must have technical and hands on experience working with a wide range of MEL software on the market.
